Its search is lightning quick, and if you simply type in .dz it will immediately show you every .DZ* file on your system, which may help you figure out if the files are actually being downloaded or not:

So I believe the issue is more related to the fact that the list was never downloaded by EffectExtractor. EffectExctrator parses your list file correctly to at least identify it had 5 download lines but fails installation as the files are not there.
I'm not sure, I'd think CL is establishing a virtual drive specific to your dz login that these links pull from, I assume you can paste one of your 5 listed links in the prior post in say a chrome browser window and it downloads correctly? If so, any chance you have a internet security product blocking?

It does appear to be the case that the files are never being downloaded. I opted out of installing a 3rd-party indexer (I have literally millions of files and I rarely use a search -- I don't even use Windows indexing), but just opted to wait for the results. However, the files never showed up. I found exactly what I expected to find -- the .dztr files I downloaded individually in my downloads folder, and nowhere else (across my C drive, at least).
So I took another tac -- I observed my sockets through the process. What I found was that EffectExtractor did call out, but only transferred in about 15k worth of data. These files range from 280k to over 4mb.
Then, I tried pasting the URLs sent to me in the dzl file into my browser and IIS running on the DZ site gave me 404s. So I inspected the download button for the individual download and got a screen grab of that. It looks like a lot of arguments are being passed into a function called 'beforedownload', none of which I understand, except for the first one being a match on one of the URLs sent to me in the dzl file.
What I've been able to determine is that I'm in over my head and I don't really know what's going on.
(P.S. Ignore line 7 in the .dzl file, I put that there myself after trying to execute the dzl file during my troubleshooting)

Since I got 404s by trying to go directly to the URLs, I thought it might be an authentication issue, so I went to check that I was signed into DZ from within PowerDirector, and I was not signed in. So I went to download some content, signed in, checked 'auto sign in.' closed the dialog, went to get content again to verify that I was signed in.
I then tried to execute the dzl file and it still did not work.

I don't get 404's for my urls in my *dzl, each of 4 links I just tried all download fine in chrome. I suspect this is still the heart of the issue, basically nothing being downloaded so nothing to install. Why, I'm not sure, CL support probably needs to assist.
Has this issue always existed for you? Strangely I noticed that my forum pw I have used for 13+ years was reset to some unknown value about the time CL rolled out the new support pages a week or so ago and I couldn't log in anymore. Had to reset it.

I only recently ever started trying to download assets created by other people. This thread was started by someone else, and I just chimed in to second the trouble report. Personally, I'm fine with grabbing assets one at a time.
I tried it on another couple of items from someone else, and I verified that the .dzl file still doesn't work and that the individual downloads do. It may be worth noting that the linked files are not the same filenames as when they are linked individually.

Just for fun, have you tried turning off Adblock Plus? Maybe your antivirus as well?

I think that's normal, mine are that way too. I think just how dz indexes and packages them on the backend. The whole issue will probably come down to something archaic, like you need IE installed even though not anyone’s browser of choice.

That wouldn't affect the contents of the file. The file fails to work even when invoked from Windows Explorer.
So for giggles, I turned off the blocker, went to someone else's profile, selected some assets, downloaded the list, and it worked just fine.
So, I'm thinking, no way. There's no way ad-blocker is changing the contents of my downloaded file.
So I went back to try to get the assets that I originally noticed the problem with, and it failed with adblocker off.
Then I realized I didn't get transitions from 'Gezim Korriku,' so I went to his transitions, selected a batch, and it failed.
Then I went back to Yousef to get another kind of asset. He only has one asset that isn't a transition, and it's a PiP object, so I downloaded it as a batch anyway, and it worked.

I can confirm that .dzl files containing transitions fail completely.
a. Nothing appears in the folder Jeff mentioned - C:UsersxxxxAppDataRoamingCyberLinkEffectExtractorTemporary
b. No new transition folders appear in C:UsersPublicCyberLinkDownloaded Transitions
c. No new transitions are installed in PDR.
Other effects I've tested as .dzl files have behaved in the ways previously described.
Thank you all for your tireless investigation of the issue & the valuable information provided in this thread.
Clearly, it's an issue only CyberLink can resolve. All we can do is report what happens on our systems. I'll immediately refer this to the tech team at CL.
